Front Street Road and Utility Improvements - Downtown Revitalization

Front Street Road and Utility Improvements construction project was managed by the State of Alaska Department of Transportation.

The Borough was a partner in the project since it is our downtown commercial corridor that is being upgraded and enhanced. A Memorandum of Understanding details our partnership with Alaska Department of Transportation.  The Borough was responsible in obtaining the funding for the project from a variety of sources: Federal Highways Administration, city and Borough of Wrangell, State of Alaska Commerce Community and Economic Development, Alaska Department of Environmental Conservation, Denali Commission, Environmental Protection Agency, and Alaska Department of Transportation/Public Facilities.

DOWL HKM worked with the State of Alaska Department of Transportation and Public Facilities (DOT&PF) and the City and Borough of Wrangell on the engineering design to implement the recommendations of the Wrangell Downtown Revitalization Report and Concept Plan (WDRR-2006) and reconstruct the utilities in the downtown area.

The downtown area is, however, rich with historical and cultural sites along with a working waterfront. The goal of this project is to upgrade and replace sidewalks, reconstruct utilities and resurface deteriorating roads on Front Street through a context sensitive design process. The project team made every effort to preserve Wrangell's history, culture and character while integrating the necessary infrastructure improvements. Included in the design is work related to Lynch Street, however, the reconstruction of Lynch Street will not occur at this time due to the unavailability of the required funding.

Project Status:
McGraw Custom Construction began on August 16, 2011. Project construction began again in early February after a short winter shutdown.
