A Capital Projects Town Hall Meeting was held on Tuesday, November 1, 2022 at the Nolan Center.

The purpose of this meeting was to educate the public and obtain input for the Capital Improvement Plan (CIP) for Capital Projects.  The CIP is a planning tool that establishes priorities and capital budgets for anticipated infrastructure projects for the Borough.  Capital improvements identified under the plan have a capital expenditure of $25,000 or more.

The meeting was an opportunity for our residents to review Borough staff nominations for priority improvements and to let us know what the needs of the community are.  Public comments on the proposed CIP capital project priorities are welcome and encouraged. 

The public can still provide comments by completing the Community Survey provided below. Hard copy completed survey forms can be dropped off at City Hall or emailed to aal-haddad@wrangell.com.  Questions about the survey and the priorities list can be directed to Amber Al-Haddad, Capital Facilities Director, 907-874-3902.

 

ABOUT US

Wrangell’s Capital Facilities department is responsible for managing the Capital Improvement Plan (CIP) for capital projects, including facilitating restoration, improvements, and additions to the Borough’s permanent investments.  This framework of investments serves to support the Wrangell economy and provide community infrastructure while ensuring efficient allocation of public funds and revenues. 

The department manages projects through all phases of planning, design, construction, and inspection.  The department also coordinates the consultant selection, construction contractor procurement, and project delivery for all capital improvement construction projects.

CAPITAL IMPROVEMENT PLAN (CIP) CAPITAL PROJECTS

Each year the City and Borough of Wrangell develops a priority list of capital projects.   This list is subject to change from year to year, based on  community need.  The list includes projects designed to improve, acquire, repair, construct, and maintain major capital facilities, infrastructure, and equipment.  Many projects address infrastructure needs in a specific area while several projects have a regional or borough-wide benefit for all residents.  The priorities list is submitted to the State Legislature and the Governor for funding consideration, as well as to the Congressional Delegation for potential federal funding sources.  The FY2023 capital projects priorities list was approved by the Wrangell Borough Assembly and is attached below.  The top priority projects for FY2023 are:

  • Upper Reservoir Bypass (Connection to Treatment Plant)

  • Zimovia Highway Water Main Replacement

  • High School and Middle School Life & Health Safety, Fire Alarm System Upgrades

  • Diesel Generation Power Plant Replacement

  • Barge Ramp Replacement

  • Meyers Chuck Harbor Replacement

  • Recreation & Pool Facility Siding and Roofing replacement

STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) LIST

The State of Alaska’s four-year Statewide Transportation Improvement Program (STIP) provides for transportation system preservation and development.  The STIP requires communities to plan for capital facilities and transportation elements to ensure that there is an adequate level of services and facilities related to state and local highways, bridges, ferries, and public transportation.  The Borough’s STIP List addresses these transportation elements that provide the framework for a long-range transportation plan.
